Basically everytime i select the normal startup and click apply as soon as i restart the computer it has switched back to the selective mode,i also notice that quite a few of the services have been stopped like the system restore service and windows audio to name but a few

can anybody help??

I wonder if you are infected. Only a guess but have you tried scanning for viruses, etc., in safe mode?

Are you running an Administrator account?
Confirm by going to Users in Control Panel

Can you try reverting this back in Safe Mode?
Repeatively press F8 key before Windows startup

Have you updated your AntiVirus and run a full scan?

You can also try Startup Control Panel to remove any not required Startups
