System interrupts 100% CPU usage

I have just reinstalled my whole computer, I switched from Win 8.1 to Win 10. After I installed everything I needed, I felt that something is really slowing down my computer. So I had a look at the task manager and I saw system interrupts at 100% CPU usage, then after 2 seconds it changed to 1%. It doesn't use 20-30% constantly. It just jumps to a 100% and then when I open task manager after a few seconds it always goes down to 1-2%.
