System power problem

ok long story short. I am having an issue with starting my system. For what ever reason I have to HOLD the POWER BUTTON down untill things actully start,, during this time all the fans run an the lights are on but if i let go of the button they stop. once they actully kick in everything runs fine.. NO shut down or reboot issues..no lock ups nothing at all.. i thought ok i have a bad button bought a nicer case and still have same problem. could this be a PSU issue ? I assume the PSU is working to some degree since it eventully does start.

just to update i ran a voltmeter check on the power supply im getting 12.4 V on both MB power connection an 4 pin connector
 
Make sure your pins are correct from your power button to your main board.
Sounds like the switch if faulty.

Make sure the wires are also in good condition. They could be preventing good flow from the switch to the board.

Open the case up
From the inside follow the wire from the switch at the front (the power button) o were it is plugged in on the motherboard.
Make sure the connector is fully plugged in and the wire isn't bent twisted or fraying.
