Tab doesn't do what it's supposed to

it doesn't tab over to the next line, instead it fades the top bar(like if i press tab the min, max and close buttons will go black.)

We need a more detailed description than what you have presented. Operating system, and program which you are running.

Usually, this just requires a replacement of the keyboard or mouse.
