Thermal paste question

Not positive thats what I need done, but I'd like to know the process a shop goes thru to replace the thermal paste. Cost approxmate too :) W10 1 terrabyte harddrive
 
Need: thermal paste, plastic scraper (cut down an old credit card) about 3/8" wide, tools to remove cooler, towels, q-tips, alcohol - together with whatever tools are needed to remove and re-install heatsink.
Remove cooler
Clean old paste from contact surfaces (I dampen with alcohol and scrape with old credit card) - taking care not to contaminate socket or motherboard
Apply 'pea-sized' amount of new paste to center of CPU
Re-attach cooler (and fan connector)

 
thermal.JPG Ok, this is the pc in question. The black square is the fan, its ON, I'm guessing it has to be removed to get to where the thermal paste goes ??
 
Correct. That fan is connected to the heatsink and they need to be removed and cleaned of the old thermal paste. Then new paste will be applied and everything re-installed. Hopefully a thorough dusting/cleaning as well.
