USB sometimes not works

Sometimes my USB keyboard doesn't work when I turn on the computer. When this happens it may or may not have the green light on above the Num Lock key. Usually restarting or changing to another port fixes the problem. However, it didn't seem to fix it this time. I noticed other USB devices stopped working as well so I think it's a problem with the USB port itself. Anyways the keyboard is working for the time being. I have Windows 8.1

UPDATE: my keyboard went crazy and started typing numbers instead of letters, for example "keyboard ty-5ng n40bers" is "keyboard typing numbers" I tried toggling the num lock key and that seemed to fix it.
