Using PC without GPU

I have just ordered a Ryzen 5 3600, b450 tomohawk max motherboard and ddr4 ram. Will I be able to use my pc without a dedicated GPU?

No, the Ryzen 5 3600 does not support integrated graphics so you will need a dedicated GPU. If you want a Ryzen that does support integrated graphics, choose one that has a "G" suffix (for example Ryzen 5 3400G).

If all you need the GPU for is to put an image on the screen, even a very low end / cheap GPU will do the job.

One thing you may want to pay attention to is the video codecs they support if you want to watch the occasional movie / Youtube vid.
