Why padlocked?

Ok, my bad. I do a disc clean up about once a month on my HP laptop, today was the first I saw it, confused
 
Possible explanation: Microsoft miscalculates what it removes, so this is a ghost count (I.e., space allocated vs actual space).

Another: scratch pad / cache for Internet Explorer - which can be cleared with sufficient privilege.

Since it hasn't bitten my hand, I haven't killed it.
 
Ok, I did do a google search & one of the replies mentioned using internet explorer
Shared Temporary Internet File Folder
To work around this issue, you must create individual folders on the shared folder and for identification purposes, name the folder with the user's username. To change to the new location, follow these steps:
  1. Start Internet Explorer.
  2. On the Tools menu, click Internet Options.
  3. Under Temporary Internet files, click
    Settings.
  4. Under Temporary Internet files folder, click Move folder.
  5. Locate the network share under My Network Places, and then locate the user's folder on that share.
  6. Click OK, and then click
    OK two times.
my edge don't have that so I won't mess with it. Thank for your input
