Win 8.1 never shuts down completely

When I shut down my laptop...the screen goes black but the power button remains lit and fan also stays on...I already unchecked "fast startup" in power options....also I have removed temp. Files ....defragmented my disc etc... Even reinstalling windows does'nt work....does'nt happen always but occurs almost each time I use the laptop more than 30 minutes....please Help..

- what were you doing when it started?
- what is the age and model of laptop and what was original OS?

Do you have a recovery partition or recovery disk or system disk?

Have you tried holding power button down for several seconds? Result?
Have you removed battery? Result?

Its happening from the past ten days.
Nothing , I was just playing far cry 4 (which I already completed earlier once).
Age of laptop- slightly less than 2 years.
Model hp pavilion 15-n215tu
Original os-win 8.1
No I dont have recovery partition.
Yes holding power button and killing the pc is my only choice and I dont like that

Solution was:

Press...

start.png
+X then A

Type:
SHUTDOWN -R -F -T 5
Press enter.

-F will force everything closed. After reboot, try restarting normally.

ps Did you need to replace power cord in the recall?
