Windows 10 - Steam, Avira, GeForce Experience not starting

I went through the steps to see if the problem was a virus and it doesn't look like that is the problem https://www.techspot.com/community/...d-also-steam-and-geforce.253253/#post-1740111

When the PC restarts I get the message that the Avira Engine can't start. When I launch Steam I get "The application was unable to start correctly (0x000007b)." I also get this when I right click on the Steam icon and click on Exit Steam. When I try to launch the GeForce Experience the black container loads, but then stops with a popup "Error Code 0x0003".

I've searched on all those errors and tried the various solutions as well as reinstalling Steam, Avira, and GeForce. All reinstalled without error, but the original errors persist. Any ideas?
 
I do not have an answer, but I can tell you what I would do if it were mine.
1- contact Avira support and get a utility to completely remove Avira
2- remove Avira
3- start Windows Defender
4- uninstall Steam
5- uninstall GeForce Experience
6- download and run DDU to clear all traces of GeForce
7- following exact directions, run SFC (https://support.microsoft.com/en-in/help/4026529/windows-10-using-system-file-checker)
8- check system/motherboard maker and download and install chipset and system drivers
9- download and install nVidia drivers (not the extras)
10- download and install Steam

At this point, hopefully, you are no longer getting errors in Steam - make a restore point or an image backup. You may now try GeForce extras and Avira. If errors begin again, you now have a specific suspect.

In my case, I found my Dell Precision T3500 (Windows 64 Pro, Intel Xeon, 6c/12t, 12GB RAM, GTX 1050 Ti) was happier not using Avira and not using Experience.

Your mileage may vary.
 
All the other steps went well, but when I tried to run DISM.exe from Step 7 I got this

Image Version: 10.0.17134.706

Error: 605

The specified buffer contains ill-formed data.

The DISM log file can be found at C:\WINDOWS\Logs\DISM\dism.log
 
I ran SFC /SCANNOW and got...

"Windows Resource Protection found corrupt files and successfully repaired them."

However when I tried to run DISM.exe again I received the same error as before.
 
To summarize, you are using the March 2018 version (1803) of Windows 10 and have not updated to the current version. There appears to be a basic error reported by DISM which SFC cannot overcome. DISM log file found at C:\WINDOWS\Logs\DISM\dism.log might give more information.

OR
if it were mine, I would make a thorough back up of my data files (also a good idea anytime), download Windows 10 version 1809 ISO disk and do a clean install from a DVD (including removing and re-creating partitions).

Sorry, there is no simple answer.
