Windows crash

So: Ive lost administrator accounts in trying to recover Windows 10 on desktop.
Cannot get any repair modules/boot to open without that. cannot get to command prompt
Hate to give up and go to tech and have them reinstall OS. Don't have confidence in my backup for extremely needed app contents. Help

Without knowing what you have for hardware there...

How old is this rig? Did you build it yourself? Your skill level?

I think first things first..when you have precious data you can afford to lose then the smart move is to pull that drive out or at least disconnect it and use a different preferably new drive to rebuild Windows on.

Windows 10 can be installed fresh so quickly that it doesn't make sense to fool around trying to repair the OS. It is possible that your files can be lost or damaged on the original drive. You won't know for sure until you connect your old drive to a working PC.
