Dell Inspiron 15. Windows 10.
My task bar is constantly refreshing. I have googled the problem and can see it's quite common with various solutions however mine is refreshing every few seconds so I am unable to open file explorer or any programs. I can't open command prompt etc to even try fix it. The only thing that does work is my internet browser. The problem began due to plugging in an old hard drive to see if it still worked or not. I got a message saying it needed to be formatted and when I attempted to do this my laptop crashed and restarted. It went to a screen I hadn't seen before, think it was white not blue, and said there was an error. It did some sort of scan and restarted as normal except for the refreshing task bar. Does anyone have any other ideas that won't lead to data loss?
