Yep, plenty of apps for that. I don't even use an app, just search Google images for one the same res as my monitor, ideally, and set manually.
Literally 1,000s of images free to download, any theme you can think of.
The only downside to this method is that the wallpaper won't auto change. It will stay as set (but remember it for easy reapply) until manually changed. Theme settings like transparency or colours of task bar etc will auto set to the image, but I prefer to create my own.
Subjective thing. My method isn't much good for folks who want a new wallpaper/theme automatically, daily for instance. I doubt such apps use much, hardly any resources, so no downside really. Totally up to the user.
For me after I find an image that I like, I'm happy to stick with it for quite a while. Get bored with it, I just check my photos library, or download something new. As my GPU is an Asus Strix I use some of their freebie wallpapers sometimes. Actually they are free for anyone.
