It isn't a significant update over the iPhone 12 Mini, but if you want a small, light phone and the price and battery life are no barrier, the iPhone 13 Mini is a great choice.

I think it’s all too easy to look at the iPhone 13 and 13 Mini and not think much of the updates this year. Cameras get better every year and every company promises good battery life, after all. And compared to the massive changes we saw on the iPhone last year, the 13 looks iterative, more like an iPhone 12S than truly new models.
The iPhone 13 and 13 mini feel like they should have been called the 12s and 12s mini, thanks to a largely similar design and few major upgrades from the previous models. If you have an iPhone 12, you need to decide if the longer battery life and photography updates are worth however much the upgrade will cost you.

If you don't want a big-screen device then this handset is ideal. It's a true pocket powerhouse that's well worthy of your attention - if you can forgive the smaller battery life as the only compromise anyway.
Hands on: The iPhone 13 mini hasn’t changed a great deal compared to the iPhone 12 mini, but if it performs anything like the iPhone 13 in real-world use we’re expecting some big improvements under the hood.
Overall, all of the iPhone 13 models contain only minor updates from last year, and you don’t need to upgrade from the iPhone 12. But if you’re coming from an iPhone 11 or earlier, you’ll like the new design, the boost in cameras, better battery life and nicer screens, no matter what model you pick.
