8 step logs help

I have currently been having some issues with my computer. Internet has been running extremely slow and I've noticed numerous other things that I'm a little concerned about. My normal DSL speed is around 1.3mbps. I'm currently getting around 300kbps and slower. I called my ISP and they told me it was something on my computer taking up all my speed. I have since then closed out everything running on my computer exe wise and still having the same issue. I'm also having issues with my IE. I'll open the browser and multiple ''IEXPLORE.exe'' will open. Even if I just open one window.
