A manufacturer overclocked VPU comes from a facility where it is hand tested to meet a certain reliable clock frequency and if it proves to be stable at a higher than standard clock frequency it is shipped as such. No bus frequencies in your system are altered, the rest of your PC remains at the same speed, it's just that the VPU can handle the extra MHz so they take advantage of it.
