Active Directory issues

I have been having quite a bit of trouble since my GC was lost on my PDC do to a rushed demotion of an old DC. My Exchange Server 2003 is now looking at a GC on another domain that we use for VPN access. Lately and I don't know why, the permissions for the Administrator have become denied in the send and receive area of security. In Exchange Systems Manager the security settings for Mailbox Store look like the attached links. Can someone send me in the right direction to remove the send and receive denials? Because of them I cannot backup my Mailbox store to Backup Exec. Thank you

This may be way off base but are you logging into the Exchange box locally or authenticating through a DC?
