All Lights on-Nothing else

Just got a new Biostar P4m80-m4 board. Installed it in an AOpen Case and when I powered it up the Floppy, CD, and LED lights come on and stay on and nothing else happens. The CD drive eject button doesnt work, no display on monitor, just lights stay on then nothing else. Also the Hard Drive is blank but it does not seem to spin up.
I switched out the memory, cd drive, all cables, still same results. Can some1 tell me what may be going on here???? Please help.
******Also replaced CMOS Battery, no change***

Power supply or motherboard is bad... Try power supply first... Also check for shorting of motherboard to ground

Check the PSU and all the cables. If those do not work then I would say its the motherboard
