The problem with retail is the shitty wages attract questionable people who are quite happy for a bit of cash on the side. Pay good wages you may not always get good staff but there is more of a chance.
How much do you want to get paid to put stuff on a shelf? Get an education then complain. The real issue is visa and MasterCard. They don't protect the consumer. They serve no purpose but to make money. All the stores getting hacked run Windows server. The Unix or dos based POS are not affected.
