ATI Radeon 3650 driver fail

I have tried updating several times my ATI drivers with no success. The catylist software installs fine but the driver fails. I have tried uninstalling first, rebooting, then installing with no luck, even tried an older driver with no luck. Any assistance would be greatly appreciated.
 
What is the exact error? Is event viewer recording something about this issue/instance in its logs?

One suggestion you may try and which may solve the issue:

Uninstall your ATI Catalyst driver, reboot your system, and download Driver Sweeper from Download section of TechSpot, then install and run it to clean out any remaining files of ATI drivers.

Reboot again, and install latest WHQL drivers.
 
Report is the report from the install.
ATI error is the actual verbiage that ATI pops up.

Desktop Computer: HP p6310y
OS: Windows 7-64bit
Graphics Card: ATI Radeon HD3650 (Sapphire is the manufacture)(I tried getting drivers from their site as well)

appears it was a hardware issue, i switched over to the onboard video and all works fine, thank you all
