Back Power test button only way to turn on computer

So here's something weird, the only way I can turn on my friend's Dell Optiplex tower computer is by keeping the back black Power test depressed and then I can power up the computer as normal. I tried to jump the switch via the motherboard and that didn't work, thinking just the power button was defective. Any thoughts?
 
So I push this button, and everything goes on, solid green and even the computer boots up. That's what is so confusing. If I don't push this back button, nothing powers on. I can't even jump the to connectors on the motherboard to boot up the computer

Back button is a test button. So something is broken.

Dell has extensive diagnostics and support. Seek Dell support for the specific unit (service tag). Follow the troubleshooting tree which they provide.
