Broadband connection for all users

Friend wants to share his broadband connection for all users - not ICS on a network - just with other user accounts on the one computer. Searching google brings up only ICS queries. I have searched and searched for the answer to no avail. My PC is set up through a router so I can't find it on mine either. Please help. Thanks.

Network connections are not specific to user accounts... They should be system wide, meaning that if someone creates a dial up or network connection in Sally's account, then Pete and Bob should also be able to use this connection.

Users have to set up the connection properties in IE by themselves.
