Build a desktop

I've upgraded my current desktop about 6 years ago and was ok with some help from the neighborhood geek (affectionate term).
Space is max 10" high and 16" wide and 19" deep. The current tower is lying on its side and DVD/CD doesn't like that. Probably need a flat case.
I use it for home and light office work but not a gamer. Want the fastest machine to last into the future for About $600 or less. I've received one suggestion for Intel i7 9700K but if too pricy use the Ryzen threatripper 1920X with 32 GB RAM. Is heat a problem and can they be use and still stay in the price range?

Consider eBay for used Dell computer coming off lease. Something like "Dell Optiplex 3050 Intel Core [email protected] 16GB RAM Dual Hard Drive Desktop" with a SquareTrade 1 year warranty would run about $450. Money left can get a good display, speakers, mouse, keyboard, etc.

That's a new idea for me. Hopefully I can find one that lies flat. I suspect I could put an SSD in it easily enough.

Key is to define what you need / want / wish to have (3 different levels). Your budget is the cap (watch out for function creep). Takes some thought (do I need or merely want, etc).

Your maximum dimensions (max 10" high and 16" wide and 19" deep ) indicate a constrained space - this could be a problem for proper ventilation and cooling. The SFF (small form factor) units from Dell might fit - but also consider a tower of a micro-tower standing on the floor. SFF may have limited upgrades due to constrained case.

Also look at Lenovo and HP. Dell offers really easy to understand user and service manuals and good diagnostics which I prefer (I own 4).
 
Good points. The back of the space is open and for the current machine I cut larger than matching holes on the self for both side (now bottom) fans and two fans in the back. Wants and needs can easily get confused. As for need, my current system works well but slow with the duel core Celeron processes an x2 GB ram.
