Came home and I Can't run any programs unless I run as admin

Anything on my desktop won't run unless I go to the folder directly and right click to run as admin. I am on windows xp.

I have run two scanners in safe mode and keep finding a windows startup program bravix.exe. I have try deleting it several times just to see it back on my scanner. I deleted the file from my windows folder and the system32 sub folder but the start up program keeps showing.
