Can connect but can't browse internet

My windows 7 laptop can connect to the internet, but unable to browse.

I can ping www.yahoo.com with zero loss
when I type ipconfig I am seeing my IP address

I have 4 other computers connected to the internet at home here no issues, it is just this one computer.

I have tried multiple browsers. I have tried both wired and wireless I even copied a chrome installer exe from a usb drive to the computer and ran it. When I double clicked the exe it WAS able to download the chrome software and install it, so I am definitely connected to the internet. But if I try and open a website, chrome says ERR_NETWORK_ACCESS_DENIED.

I.E. and firefox as well, no connection.

Update, I am able to browse in safe mode with network... but unable to in normal mode.

Update, it was the evil Norton. I used their uninstall tool from their website, and now my problems are fixed.
