(The above?) Halowaypoint says minimum requirement dx12 but I have seen elsewhere dx12 games run on dx11 hardware

They list the R7 260X as the minimum to run the game and your card is way faster than it and about the same age. So, yes, it will run it. And to add, your Ryzen 3 1200 is faster than the minimum FX 6350 they list so your computer should run it better than minimum spec.

Yes, odd but they do list lower level cards that can play which is why they labeled them under minimum spec.

Yes, you can. Radeon R9 290 is still too powerful for the game now. It has raw power more tessellation units and strong powerful core which may support some future games.

I used ASUS Strix R9 380 and it was pretty decent. Good with temps and performance, go for similar if you find one.
