Can you break Dell's Clock lock?

Well i was trying to see if my PC can over Clock a little bit. by trying to incease my Pentium 4 2.8 ghz to 3.0 but i got a DELL bios is there any way around that so i can enable this small over clocking?

You will not see any performance gain going from 2.8GHz to 3.0GHz. That is a very small overclock, and is not really worth the trouble.
