Cannot access Control Panel in XP!!!!!

Its missing in the Start Menu & whenever I try to access add/remove programs or anything an administrator (me) should be able to it denies access, telling me to contact administrator!!!! aaagggghhhhh! I has the Smitfraud virus but it has been repaired. I'm not sure if it has done the damage. any ideas will be gratefully accepted! thanks

I am the administrator and I cannot access the control panel, Add/Remove Programs, User Accounts etc. A windows pops up telling me to contact administrator! ? any ideas?

Your system is infected with malware and this is undoubtedly the cause of your problems.

Very Important: Before deciding whether you should clean or reformat your system, go and read this thread HERE and decide what it is you want to do.

If after reading the above, you wish to clean your system, do the following.

Go and read the Viruses/Spyware/Malware, preliminary removal instructions. Follow all the instructions exactly.

Post fresh HJT, AVG Antispyware and Combofix logs as Attachments into this thread, only after doing the above.

Also, let me know the results of the Panda Antirootkit scan.

To enable control panel in the registry,go to Start/Run/type:regedit /ok

then find -

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Look in the right pane if you can see the dword value "NoControlPanel" then your right click and modify change the value data to "0" or you can delete that dword value

Don't forget to check this registry key as well.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Policies\Explorer

dword value "NoControlPanel" was set to 1.

My kids' PC got malwares and that was the key they created.
