Cannot connect to Internet via wi-fi or ethernet cable. Can connect via wi-fi with cellphone

Hi. Hope someone can help.
Had a tech here who couldn't fix issue. I cannot connect to Internet via wi-fi or ethernet cable. I can connect via wi-fi with cellphone on the same modem successfully. Continued to says incorrect IP address. Can anyone suggest what to do?
