Can't install Windows 7 after formatting HDD

I've got a Dell Inspiron 530 with Ubuntu in it. I just want to restore Windows, so I format the HDD, set partitions as NTFS.

I then try to install Windows 7 Professional 32 bit on a Primary partition, yet without success. The computer still loads the Windows DVD, initiates the installation until it restarts. These lines appear from the restarting:

"Boot from CD:
Press any key to boot from CD or DVD....."

And it just stands still since then!

I also try with a Windows Vista, but get the same result.

Please help diagnose and treat this symptom.
 
Are you still able to boot into Ubuntu? Like what happens if you just restart with no install discs in?
 
Many similar problems with Win7 unable to access a HDD partition after some other boot manager has been installed (in your case Ubuntu Grub). Try this forum search for 'unable to install Windows 7' It .suggests to me the Windows install cannot over-write the boot sector. There are utilities to clean the boot sector - see Super fdisk as used here https://www.techspot.com/vb/topic168845.html#post1072339 posts #9 and #11
 
Don't forget to check that your machine WILL boot from some other boot CD / DVD - rule out bad CD ROM.
