Chosing between 2 different cases

Ok so im moving all of my componats into a new PC case, My old one is a Coolermaster elite 430, and frankly the cooling is not so good. I have two choises the Coolermaster 690II Advanced case and the Fractal Design Define R3. Which case would be better for

1) Cooling
2) Expandability
3) Quietness
4) Performance

In case you guys have any other ideas the dimentions of the biggest case that could fit under my desk is (WxHxD) 22cm x 60cm x 53.5cm.

Also I have another question what CPU cooler under 50 pounds sterling is the best on the market at the moment.

According to this review, the CM690II has slightly better cooling performance.

As far as expandability, The Cooler Master can hold more 5.25" drives, but fewer 3.5" drives. Also, the Cooler Master can support longer video cards like the 5970, since the bottom HDD cages are removable.

The Fractal Design case comes with sound absorbing inserts, so it would be quieter.
 
Does anybody have any experience with these cases? Could anybody tell me in their honest opinnion what case is better? F.Y.I It will be going under my desk.
