CPU problem

I've bought a custom built computer with :
-GTX1050 ASUS pheonix 2GB
_8gig ram
-the MAIN PROBLEM: intel g4400, 3mb cache , 3.3Ghz DUALCORE
win 10 1809
I know that dual cores aren't that good but they can't be that bad , I've seen footage of gameplays of fifa 19 with the same rig , they need an injector to function but the gameplay is more or less smooth, whereas in my case , the game stutters and freezes for every two secs. On top of that, recently, fifa 19 completly freezes now and I'm not able to play normally anymore.
There are some things that might need saying, the computer was making some motor-like sound for a while while booting, and the problem of fifa freezing might be after win 10 update, but I wanna know, why my cpu isn't performing as I see in videos?

Take out the video card first, if there is any dust or crap debris in this computer case.
See if that whirling sound may stop, if not, power it down and try to hear where that noise is coming from.
Get a paper towel and began to wipe off the components gently.
Look at the power supply label and tell us what that says.
We need your mobo specs, as we don't know what we're dealing with.

I know its alot of what I'm asking for, but thats how I trouble shoot computers.
