Dell Latitude e6530

Hi I have a dell latitude E6530 and I was just using it and it turned off and when I go to turn it on it just makes a fuzzy noise coming from the speakers and it does that for 3 seconds and doesn't turn on during the time that the buzz is happening the charge light turns on then when the buzz finishes the light goes away
can anyone help plz
