Disabled Task Manager, Possible Dialer Spyware?

Hi. System was attacked by a virus (undoubtedly) and I downloaded additional spyware protection. It found, oh about 115 infected files. At some point after the initial infection, another virus/malware imbedded in. Somewhere somehow. No scans find it. I've lost my task manager. Tried regedit. Didn't work. Tried all options to bring up task manager. CTRL+ALT+DEL, running manually. Nothing, but the same error message "Task manager has been disabled by your system administrator." Only one account on computer, though when I used Safe Mode to scan for viruses my account was listed as well as another named administrator.

10 minutes ago I walked in and found an MS DOS prompt window with jibberish written on it squealing. Very similar to the one that has been popping up when windows xp starts since I lost task manager access.

Tried Trend Micro. Found a couple of things but no task manager ability and that DOS window still pops up.
