Disk boot failure issue

I am trying to rebuild an old pc of ours which is a pentium 3 800 mhz w a previously installed seagate barracuda 30 Mb HDD [PATA]. It always post an error DISK BOOT FAILURE INSERT DISK AND PRESS ENTER

but i dont have any boot disk or diskette to use

I check if the problem would be resolved by having a new WD 80Mb SATA got some cable connector to be adapted to the board, but still got the same error,

cant figure out how to make it work

What does this mean?

Also if Windows does not exist on the disk (or any boot files) Or if the boot files are corrupt.
Then you will need to Re-install Windows again (with a disc!)
