Download Troubles

Hey all,
I am having trouble with downloading files.I have tried different websites so i know it isnt the server.
Here is the problem per se,

I click the download link -> Have to Wait 1-2 Mins -> download dialog shows up -> download

Now why do i have to wait to download?
I have run all virus/trojan/spyware scans on my pc and just cant find any answer.I have even removed MS Defender and Symantec AV but still no joy.



Any ideas?

have you tried clearing the IE cache, cookies, history etc, run a quick Chkdsk /f , done a defrag, usual things.

yes of course i have. i have emptied both firefox and ie's cache and all cookies,history,plugins and i run Diskeeper regularly.
