Error while loading operating system

While removing some old programs from my computer, I received a "kernal" error message that instructed me to restart my computer. I powered the system off and then on and now while attempting to reboot, it displays a diagnostic screen with the message of "error while loading operating system" and it goes no further. Is there anything that I can do. Computer is operating on Windows XP.
