Graphics card underperforming

I've recently noticed in the past month that my graphics card performance has been slacking greatly. I only really play Counter-Strike 1.6 and DotA 2. I always had a consistent 100 FPS (max) in CS until a month or two ago. Now I drop to 70 or 80 and sometimes even 50 or 60. After asking a few techies, they all said it is most likely my memory or GPU, so I'm starting here. Please someone try to help me out. I can post any information necessary if you tell me how to get it. Here are GPU-Z results. It is the only thing I know lol.

I have a AMD Radeon HD 6650M with 4GB DDR3 memory and a quad core.

With what version of windows?

Unless you have a 120Hz monitor you won't notice a difference between 60 or 100fps.

I use Windows 7 x64.

There is a very noticeable difference between 60 and 100... I can notice it even from 100 to 80.
