This video here will be your best bet for overclocking your cpu.
With your memory I think that ecs motherboard will lock you in 1600mhz when you start to overclock.

I have a fm2 msi motherboard and stuck it with crucial balllistix at 1866mhz.
For gaming it flys like a jet but when in windows again its somewhat pleasant but slow as molasses.
For over clocking set the cpu base ratio 2.9ghz then for the max ratio see if the motherboard.
That will allow you to set the max oc to atleast 3.8ghz or 3.9ghz.
Set it to automatically oc itself when you don't need to game the cpu will idle at 3.0ghz.
Yes amd cool and quiet does help with overclocking once you know how to overclock cpus.
If you get it to work I suggest you look into a better aftermarket cooler with good thermal grease.
Amd chips get mighty hot when they over clock but intel chips are way much hotter so be carefull.
