How can I use my tablet (Windows 8.1) to navigate with Google maps or something similar?

I have a tablet ACER ICONIA TAB 8 W1-810 with Windows 8.1. I can access google maps website but I'd like to use it as a GPS navigator (just as you do with a mobile phone with Google maps app). What app could do that?.

Would that app work offline? ( I heard gps uses a chip, and phone or internet connection is only necessary for better navigation).
