How to mantain Video Card Fan always on?

Does anyone knows what software could i use to maintain my videocard fan always on?
I´ve tried to use ATI Tools, SpeedFan, RivaTuner and i can´t get them to work on this, i just can´t find the option to do this.

The videocard is really hot in there, and i´m having problems like pixels appearing everywhere, or it shuts off suddenly, and i´ve never seen the fan to turn on automaticly, although in startup of machine, it always actually turns on for an instant as an autotest i believe, so i don´t think is a bad fan.

Thats weird i would think that RivaTuner would work.

Wait do you have a Laptop the dell latitued? Oh yes you do.

OK well, that means extra case fans are pretty much out of question.
Maybe you could just try turrning the fan speeds to a higher amount.
I know the EVGA 8800GT had issues with coolling. Lots of people solved it by turning up the fan speeds from 30% to higher.

If that doesnt work, i dont know.
Mabye an after market cooler or something.
