How to restore old BKF tape backups?

I've been trying to find a solution, but it appears there aren't any available. I hope someone here can help me.
I have a need to restore data from an old NTBackup tape (Ultrium LTO4) on a Windows Server 2012 (or newer). NTBackup has been dead and buried since Windows Server 2008 R2, so is there any program out there that can read LTO tapes and BKF files on a newer system?

Backup or Restore Wizard page, click Next
Click Browse. Locate the BKF file that you want to restore, and click OK
Configure the restore options accordingly
Click Next, and then click Finish
now restored the contents of NTBackup BKF file.

I don't see it. Perhaps Backup or Restore Wizard doesn't exist in Windows Servers. Additionally, it doesn't seem like it could open/browse LTO tapes.
So far the closest I've gotten was with Veeam - it recognized the tape, but cannot restore it, because doesn't understand BKF.
