Are you attempting to say that the gpu's in those netbooks have the power to take advantage of DX11 features?

These are the kind of chips that struggle running games in DX9.

As long as the gpu can handle the new generation of gpu accelerated web browsing then it doesn't matter.

These are the kind of chips that struggle running games in DX9.
If developers were to use DX11 to program a game for a low end platform then it would likely end up faster than a similar game programmed in DX9. That's not too likely to happen, though.

Still, any advancement is good. Once everything has transitioned to DX10+ then there may be more chance we'll see such low end support for it.
