Is it my power supply?

Hello,

When I push the power button on my compuer it powers on for a sec then back off then back on for about 4 seconds, the computer continues this until I manually switch off the power supply on the back. Does this sound like my power supply? Also, before it started doing this, when I would power it down, right before it would shut off completely it would get a delay. Sound like my psu, mobo or wiring?

only way to start weeding out a solution is to try another PSU..

Thanks guys. I Found out the problem was the battery.
I started by taking the psu on the computer and hooking it into another computer, it powered everything fine. The Mobo on the computer would get power when it powered on for those few seconds, so I thought It was either wiring or the battery. I took out the battery turned on the computer and it booted, then I replaced the battery with one from an older computer.
