Hi,
is it possible to change Linux ext4 filesystem to fat32 and then NTFS so that windows can be reinstalled on it?

Why the Fat32 intermediary? As Fat32 has no ACL support, you can't inherit permissions going to NTFS
 
If something is best then there should be no problem n converting it to other file systems. like ntfs, fat32,....
 
There is no "best", there is appropriate for your needs. What are you trying to do with this file system? Why are you trying to create an intermediary step in your conversion? If you are having difficulties assigning a file system during your OS install you may want to consider using a bootable tool like gparted live - it's pretty powerful and I've usually been able to get anything done there that I wanted.
