  1. Is Speed Fan a program which can actually help to maintain CPU temperatures?
    Are such programs any good/effective?
Any suggestions would be very helpful.

Speedfan can be used for monitoring your CPU temperatures. It can't maintain them.
Get a bigger/better heatsink if you're having problems with heat.

    ^technically it can..

if you have fan controller input on the fan , you can have Speed fan auto adjust to whatever percentage of the max fan speed after it hits a certain temp.

    I recommended it.

Speedfan's speed controls only work on a few older chipsets. The only mobo i ever got them working with was my old MSI745 ultra which was agp x4.
I haven't managed to get it to work on any mobo since and i have tried it on about 15 ish different ones.

Having said that, I do think that speedfan is a very good bits of software because of its monitoring capabilities.
