Keyboard problem

So I have an ocz alchemy elixir keyboard and am running windows 7 home premium. For some reason my shift+r and shift+q does not work. Help please thanks

Try a different USB port.

Also, what are these shortcuts supposed to do? Doesn't do anything for me.
