Looking for a community platform with data stored outside de USA

Hi, for a company I'm looking for a private community platform that stores its data outside the USA. Features that the platform should have:
- a forum
- (private) chat functionality
- resource library
- should work well on mobile or have a mobile app
If possible, it would also be nice if you could customize your profile with skillsets and the possibility to add e-learning modules.

Has anyone suggestions? Thanks!

I think the reach of the US in the english speaking world will make that hard to achieve. Look at all the countries that have a extradition treaty with USA:

I bet if they wanted information from your community platform they could get it!

I bet you will have to end up writing all your own code to do what you are looking for and even self host it.
