Low FPS in bf1942

I get low fps in bf1942, I ran the "Can you run it?" and it says it passed both even on recommended still I get low fps. My system specs are

2.4 ghz Celeron
X1300 radeon by visiontek
2 gig of RAM
Windows XP SP2
 
a few things to look for are:
how many processes are running in the background that don't realy need to be
how many startup services are runnning that don't realy need to be ie: drag to disc
another thing could be that you are bottlenecking on your processor
and how are the temps of your motherboard and the video card itself
are you noticing any artifacting within the game when you play

I'm sort of a newb when it comes to checking temps on video card and the processor, but when I play my video card doesn't heat up that much not to sure about my processor is there a program that checks the temp on them?
 
is your processor a celeron D or just a regular 478 pin 32bit celeron?? i don't think this issues because of temps i think it is the processor...
 
I'm pretty sure it's just a celeron it's the one that came with the computer haven't upgraded it...I have a dell dimension 2400
