Mouse and Keyboard Sticking

My mouse AND keyboard keep sticking like every 10 seconds (just does it when ever it wants) or it could be my computer lagging, but nothing stops just keyboard and mouse.

Any suggestions? :S

What kind of keyboard/mouse are we talking about here? PS/2? USB? Wireless? Bluetooth?
